The police department is revamping its system for detecting troubled and potentially violent officers in the hopes of more quickly identifying problems and getting the officers into training or counseling before major acts of misconduct occur, Chief Heather Fong said. Citizen complaints against officers will more quickly be forwarded to commanding officers, who will be able to monitor a fresh set of warning signs that could indicate a troubled officer such as vehicle pursuits, internal complaints and lawsuits all at the push of a few buttons under a new computerized database....
