SAN FRANCISCO -- Some wonder how one bag of fajitas could cause such a big stew in the San Francisco Police Department. But many city residents and cop experts throughout the state are not surprised. Last week's indictments of the department's top brass were the culmination of years of cronyism, nepotism and institutional ineptitude, they say. The little trust that some had left is gone.
