SAN FRANCISCO -- Prosecutors may have their hands full trying to prove that Police Chief Earl Sanders and six officers conspired to obstruct justice _ a charge so obscure that veteran lawyers say it's rarely used. To get a conviction, San Francisco prosecutors will have to show that Sanders and six supervising officers agreed to thwart the investigation of three patrol officers involved in a November brawl outside a Union Street bar.
